Our present Constitution was adopted in August 1965 unanimously by the Life Members. This constitution separated the officers of the organization into three distinct groups. The fifteen Board of Governors in which the government of the organization is vested; the Executive Board, namely President, Vice President, Secretary, Financial Secretary, and Treasurer (added by amendment in 1971); and standing committee chairmen appointed by the Executive.
Members of the Board of Governors must be Life or Certified members in good standing. They are elected by the highest vote of the Life and Certified members at the annual meeting. Part of their role includes electing the Executive Board in even numbered years at their first meeting following the organization’s annual meeting.
Over the years we have had both five and three person Executive Boards with the approval of the Board of Governors. The example most recently would be the period from 1990 through 1996 when President John M Blank, Vice President / Treasurer Michael Wagner and General Secretary Werner Fricker Jr. operated the organization together as the business at the time was managed by our managers and accountant. In 1997 the Board of Governors restructured the Executive Board to return to a five man board with John M. Blank as President, Werner Fricker Jr. as Vice, William Galgon as General Secretary, Jim Pack as Financial Secretary and Michael Wagner as Treasurer. Since 1998 we have operated with a four person Executive Board.
